<p>The British Columbia Lottery Corporation&#8217;s <a href="http://playnow.com">Play Now</a> iGaming site has joined the Canadian Poker Network.</p>
<p>The first regulated poker network in North America, the Canadian Poker  Network, powered by GTECH G2, launched last December when poker players  at Loto Québec&#8217;s Espace Jeux site joined the network. Now players in British Columbia will play at  the same tables as players in Quebec. The increased liquidity means more  choice for players of every level.</p>
<p>The Canadian Poker Network features the state-of-the-art poker software  developed by GTECH G2 for its European networks. Designed to handle over  10,000 concurrent players, the system has been thoroughly tested to the  highest standards and has received TST and BC Gaming Policy and  Enforcement Branch (GPEB) approval. The Canadian Poker Network is open  only to residents of the provinces of Quebec and British Columbia,  Canada.</p>
<p>GTECH G2 is providing eight poker variants including Texas Hold&#8217;em and Canadian Stud (or Soko) which is played the same way as 5-Card Stud  except that there are two extra combinations: a four-card Flush and a four-card Straight.</p>
<p>The increased liquidity of the expanded network is sure to result in  many more tournaments like the $250,000 free roll held earlier this  month.</p>
<p>Canadian Poker Network operations are based in Canada. The system is  housed in a Montreal based data centre and poker network operations are  in the National Operations Centre in Moncton, New Brunswick.</p>

<p>Atlantic Lottery has entered into an agreement with their counterparts in Quebec and British Columbia to provide online poker games to Atlantic Canadians.</p>
<p>New Brunswickers have been able to buy lottery tickets and play bingo on the PlaySphere website since 2004, but Courtney Pringle says the expanded online presence is all about reacting to demand.</p>
<p>&#8220;Our players responded very well to our PlaySphere site, but it&#8217;s also important to note that lotteries around the world are operating in a market of change,&#8221; says Pringle, a spokeswoman for Atlantic Lottery.</p>
<p>&#8220;They often express surprise when they learn they can&#8217;t play the games they want to play with us, such as poker and other games.&#8221;</p>
<p>Those customers are already playing poker at other sites, many of which are illegal and cost the corporation more than $50 million each year, Pringle says.</p>
<p>Atlantic Lottery had been in negotiating with the other provinces for months, but this month it was announced that the partnership will move ahead.</p>
<p>The provinces will share a common online platform, with each delivering a product specific to their own residents.</p>
<p>All of Atlantic Lottery&#8217;s profits are returned to the region&#8217;s provincial governments. In 2008-09, the corporation allocated $133.4 million back to New Brunswick and a total of $398 million across Atlantic Canada.</p>
<p>The poker site could bring extra customers and revenue, but Caroline Brunelle, assistant professor of psychology at the University of New Brunswick, says it could also bring risk.</p>
<p>&#8220;Any time that you improve the accessibility of a service like that, you increase the likelihood that a percentage of the population will have problems. It will increase the rates of pathological gambling,&#8221; the gambling expert says.</p>

<p>But this good news is not a thrilling factor for all sectors. The naysayers are of the opinion that such a move will only increase the number of problems among gamblers in the new service. But the famous and big lottery group has slammed such allegations and is positive of the move. They have cited the support received from public health studies and reiterated that increasing gambling outlets specially legalize online poker and such gambling outlets won’t increase the problems of gamblers.</p>
<p>The offline casinos too are against the move made by Loto Quebec. They are of the opinion that such an introduction of online poker will only create troubles for offline casinos and they won’t be able to sustain the completion of online poker games. <p>To check and legitimize the online poker sites and also adopt measures to prevent underage playing or cheating, they promised some measures. The measures that they promise to adopt for the online gambling in Canada are – to include the requirement to verify players’ ages, limit the weekly fund transferring and also enable one to self exclude themselves from the site whenever one feels the need to do so.</p>
<p>Those who love online poker and wish to continue with the game would surely love this move of Loto Quebec of regulated online poker. Let those (subdivisions who are not in favor of this idea)  say whatever they like who have problem with such good step, all we need is reliable and regulated online poker sites to play the game we love to stick to 24 X 7.</p>

The Minister&#8217;s press release, as well as comments attributed to him in the media, seem to imply that the Loto-Québec initiative will negatively impact Kahnawà:ke and the initiatives it has taken in the online gaming industry over the past 12 years.</p>
<p>Minister Bachand either does not understand how the online gaming industry works &#8211; or is simply using the opportunity to take a gratuitous swipe at Kahnawà:ke for his own political reasons.</p>
<p>Loto-Québec has been authorized to &#8220;offer online gambling&#8221; and will therefore become another online gaming operator offering casino, poker and other games of chance. Loto-Québec will therefore be competing with other established online gaming operators such as: PokerStars, Party Gaming, Full Tilt Poker and Ultimate Bet. Many of these operators are licensed by and operate from jurisdictions such as Isle of Man, Gibraltar and Alder nay. Even for those online gaming operators that are licensed by and operate from Kahnawà:ke, it is difficult to understand how Loto-Quebec&#8217;s late and limited entry into the market will negatively affect &#8211; let alone &#8220;cannibalize&#8221; &#8211; these sites.</p>
<p>Kahnawà:ke does not, and has never, &#8220;offered online gambling&#8221;. Since 1999, Kahnawà:ke has hosted online gaming operators through its world-class internet service provider and data center &#8211; Mohawk Internet Technologies and has regulated third party online gaming operators through the Kahnawà:ke Gaming Commission.</p>
<p>It is also worth noting that Québec has made the decision to be both an online gaming operator and a regulator &#8211; through its Régie des alcools, des courses et des jeux. This environment of &#8220;self-regulation&#8221; is a position that Kahnawà:ke, and most other jurisdictions in the world, have avoided &#8211; to maintain transparency, fairness and integrity to all players.</p>
<p>In short, Loto-Québec will not be competing with Kahnawà:ke but with many other large, well-established and well-known gaming operators &#8211; many of which operate in other jurisdictions. Bon chance.</p>
<p>It is disappointing to note that Québec fails to understand, or deliberately ignores, the opportunities for synergy between Loto-Québec and Kahnawà:ke. Loto-Québec&#8217;s online gambling operation could be hosted from Mohawk Internet Technologies. The Régie could work with the Kahnawà:ke Gaming Commission to harmonize their regulations concerning online gaming.</p>
<p>To take such an approach would be consistent with the pledges that Québec made to Kahnawà:ke in the &#8220;Statement of Understanding and Mutual Respect&#8221; dated October 15, 1998, which stated, in part: &#8220;Kahnawà:ke and Québec further agree to participate as partners in some of Kahnawà:ke&#8217;s economic development ventures. Québec also agrees to develop financial and fiscal arrangements that would provide for Kahnawà:ke&#8217;s long term economic stability&#8221;. As well, in June of 2009, a &#8220;Statement of Understanding and Mutual Respect&#8221; was agreed to between Premier Charest and Grand Chief Michael Ahrihron Delisle Jr., designed to improve intergovernmental relations and establish economic partnerships between Kahnawà:ke and Quebec.</p>
<p>Over the past 12 years, Kahnawà:ke&#8217;s participation in the online gaming industry has generated more employment, highly skilled training opportunities, fiscal advantages and positive global recognition than any other economic development venture in Kahnawà:ke&#8217;s history. Now that Québec has decided to &#8220;legalize&#8221; online gaming for its purposes, it has a perfect opportunity to &#8220;participate as partners&#8221; with Kahnawà:ke to advance this developing industry. Instead, Québec has chosen to continue its implicit demonization of Kahnawà:ke. This is truly disappointing and, unless Québec reconsiders its position, will certainly color the relations that Kahnawà:ke and Québec seek to maintain in other areas.</p>

<p>&#8220;These are not friendly guys-sitting-around-the-kitchen-table games,&#8221; said Jean-Pierre Proulx of the Canadian Union of Public Employees, which represents about 1,200 croupiers at three of Loto-Québec&#8217;s four casinos.</p>
<p>Some games are run by organized crime, virtually all of them allow alcohol at the card tables and many turn a blind eye to underage gamblers, said Proulx who speculates that up to 85 per of Quebec&#8217;s poker players gamble at illegal games or tournaments.</p>
<p>Poker is wildly popular and Quebec&#8217;s legal casinos only have about 35 poker tables &#8211; with maybe 20 open for play on any given night &#8211; so the demand for poker is filled by the illegal operators who host games in bars and hotels, Proulx said</p>
<p>And Quebec is deprived of &#8220;considerable&#8221; revenue, he said.</p>
<p>Comment about the prevalence of illegal poker was not available from the provincial police nor the RCMP.</p>
<p>But a leading gambling researcher said he was not surprised by the union&#8217;s high estimate. Jeffrey Derevensky, co-founder of McGill University&#8217;s International Centre for Youth Gambling Problems, said that illegal poker games are easy to find in Montreal, &#8220;across the bridge&#8221; and in private homes. Some of the young people he works with have told him about their experiences in Montreal&#8217;s underground poker rooms.</p>
<p>On Wednesday, Finance Minister Raymond Bachand said the government wants to &#8220;cannibalize illegal gambling&#8221; Internet sites that now draw about $80 million a year from the pockets of Quebecers.</p>
<p>Quebec expects to generate about $50 million from its online poker and sports betting operations in 2012.</p>
<p>Loto-Québec, which expects to launch the site this fall, has not disclosed its betting limits.</p>
<p>Some industry insiders wonder whether the three corporations, which can only draw on the adult populations of their home provinces, will have enough &#8220;liquidity&#8221; &#8211; poker players &#8211; to compete with existing online operations that have millions of players around the world.</p>
<p>Proulx and other CUPE officials contend that Quebec&#8217;s online gambling site will contribute to problem gambling. Trained casino staff can identify and offer help to problem gamblers while an Internet site would leave problem gamblers high and dry.</p>
<p>But Derevensky was far less categorical.</p>
<p>With Internet gambling, &#8220;it is very easy to track behaviour&#8221; and follow a person&#8217;s gambling, he said.</p>
<p>&#8220;Loto-Québec has assured me that they will be popping up warning signs to people when it looks like they will be gambling excessively,&#8221; said Derevensky, adding that he has also been told that the lottery corporations will incorporate every viable harm-minimization technique.</p>
<p>But research will have to be done to ensure underage players don&#8217;t access the online sites and measures are taken to reduce problem gambling, he said.</p>

<p>Marois Slams Online Gambling Plan</p>
<p>Parti Québécois leader Pauline Marois has ripped into the Charest government for allowing Loto-Québec to dive into the Internet gambling business.</p>
<p>Marois said she is &#8220;very disappointed Loto-Québec chose this path,&#8221; because it sends a message that gambling and losing money is an acceptable practice even if it can lead to compulsive habits that can ruin people&#8217;s lives.</p>
<p>&#8220;We have seen personal dramas because people got sucked down this avenue and were never able to get out,&#8221; Marois said at a news conference in St. Hubert.</p>
<p>She said she was stunned to learn that Montreal&#8217;s public health authorities were not consulted about this decision, as they are among the parties that end up picking up the pieces after such a step.</p>
<p>Marois said when the PQ was in power it tried to reduce the number of video lottery machines instead of increasing opportunities to gamble.</p>

			<content:encoded><![CDATA[<p><a href="http://holdem-online-poker.ca/wp-content/uploads/2010/01/canadian-poker-player-mag.jpg"><img class="alignleft size-thumbnail wp-image-92" title="canadian-poker-player-mag" src="http://holdem-online-poker.ca/wp-content/uploads/2010/01/canadian-poker-player-mag-150x150.jpg" alt="" width="150" height="150" /></a>It is only five years old, but Poker Pro Magazine has already established itself in the poker world with a circulation in excess of 150,000 copies per month.  The publication is already available in the U.S. and Canada, but the company is now offering a something special for its Canadian readership.</p>
<p>Poker Pro Media recently announced it will be a launching a regional version of its popular magazine entitled Poker Pro Canada.  The Canadian edition will feature in-depth profiles of Canadian players, updates and news from the growing Canadian poker scene and, of course, strategy and tips from the pros.</p>
<p>Canadian Poker Pro Executive Editor magazine John “JohnnyQuads” Wenzel elaborated on the motivation behind launching the new magazine in an official press release:   “Some say this is a time of contraction for print media, but we’re bullish on the Canadian market.  The game is exploding in Canada and we intend to provide enthusiasts with a slick, upscale magazine that will be fun to read and will also improve their bottom line at the tables.”  Wenzel also serves as Editor-In-Chief of Poker Pro Magazine.</p>
<p>Wenzel makes a valid point, as there have been a number of popular events in Canada in the past few months, including the British Columbia Poker Championship (BCPC) and, more recently, the Fallsview Poker Classic in Niagara Falls, Ontario.  Several big names turned out for the respective events, including Full Tilt Poker’s Gavin Smith, UB.com pro Tiffany Michelle, Maria Ho, Scott “BigRiskky” Clements, Mike “SirWatts” Watson, and Brad Booth.  Smith had an exceptionally good showing at Fallsview, where he won a $2,500 buy-in event and placed fourth in a $5,000 buy-in tournament won by Simon “pokerbrat13” Charette.</p>
<p>“The Canadian poker scene is fascinating, but it doesn’t get a lot of publicity. We’re going to change that,” explained Wenzel.  The long list of top Canadian players includes Smith, Booth, Watson, Team PokerStars Pro member Daniel Negreanu, Full Tilt’s Greg “FBT” Mueller, Michael “Timex” McDonald, Nenad Medic, former European Poker Tour (EPT) Monte Carlo winner Glen Chorny, Steve Paul Ambrose, Evelyn Ng, Betfair pro Sorel “Imper1um” Mizzi, and Shawn Buchanan.  The country is also home to the popular Canadian Poker Tour (CPT) and the newly launched PokerStars North American Poker Tour (NAPT) also has plans to expand its tournament schedule into Canada.</p>
<p>This is not the first time that Poker Pro has branched out with a new publication.  The media company also produces Poker Pro Europe and Online Poker Pro, the latter of which is a publication dedicated entirely to the internet poker scene.  Poker Pro Canada will be sold at bookstores and convenience stores alike, gracing the shelves of stores 7-Eleven, Wal-Mart, Costco, Indigo/Chapters, and Shoppers Drug Mart.  It will also be available in casino poker rooms across the country.  The new magazine is set to launch in March and an accompanying website should debut in the coming weeks.</p>
<p>Poker Pro Magazine is not the only publication betting on Canada.  Back in September, Canadian Poker Player Magazine announced that it was planning to expand its media operation by launching a 24-hour online television station dedicated to the Canadian poker scene.  Modeled after the popular Poker Channel in the U.K., the site is supposed to feature poker-themed movies and television plus television coverage of past Canadian tournaments like the Canadian Open Poker Championships.</p>
<p>To date, the site has not gone fully live, but the project itself is another indication that many poker companies are setting their sights on the Canadian Poker scene.  Another indication is the recent announcement by PartyPoker that Kara Scott was joining its slate of sponsored pros.  Scott is supposed to promote the room in her home country of Canada by taking part in a number of CPT events.</p>

<p>He said Loto-Quebec also plans to collaborate with the lottery corporations in five other provinces that already offer online services. They are British Columbia and the four Atlantic provinces.</p>
<p>Studies show that in 2009, online gambling represents a worldwide market of $25.3 billion — a 300 per cent increase since 2004.</p>
<p>In Canada, there&#8217;s been an annual growth of 30 per cent since 2003, and analysts expect online gambling transactions to surpass $1 billion a year by 2012.</p>
<p>In Quebec in 2009, actual illegal transactions related to internet gambling have been evaluated at $80 million.</p>
<p>Loto-Quebec has already asked the province to make the necessary regulatory changes to allow Quebec to enter the online gambling market.</p>
<p>Revenues from casinos, lotteries and video lottery terminals in Quebec have levelled off for several years.</p>

That&#8217;s in just little over  						four months. A bold move to say the least, BCLC claims  						this new service will be the first of its kind in all of  						Canada and North America for that matter.</p>
<p>While the option of playing online casino games at a  						government-controlled gambling monopoly will indeed be a  						first for N. America, (until now, only lottery, sports  						and horseracing have been permitted), the option of  						having safe and fair online casino games to play is by  						no means a first. And as much as Graydon may try to  						suggest that BCLC&#8217;s online casino offering is more  						superior and responsible than offshore online casinos,  						the truth of the matter is that BCLC is to become just  						another face in the crowd, albeit a well-branded one.</p>
<p>Graydon&#8217;s main argument for supporting the decision  						to begin offering online casino games via PlayNow, is  						that British Columbia is losing millions in tax revenue  						each year due to the fact that British Columbians are  						choosing to gamble an estimated $87 million each year at  						offshore online casinos. So, instead of having that  						money go outside of BC, the Lotteries Commission is  						going to &#8220;take one for the team&#8221; and allow BC citizens  						to play online casino games with the Lotteries  						Commission. Graydon even suggested that BC gamblers  						would much rather prefer to spend their money at BC  						operators.</p>
<p>No to sound facetious or anything, because let&#8217;s face  						it, if the BCLC shows they can successfully offer and  						manage online casino gambling, that&#8217;s another credit for  						the internet betting industry as a whole. So, here&#8217;s the  						kicker. Graydon didn&#8217;t say whether the BCLC supports  						open regulation for all BC operators. He simply made it  						clear that it&#8217;s night time the BCLC began to offer  						online casino games.</p>
<p>And not just any online gaming, but online gambling  						conducted in a responsible manner. Not that offshore  						licensed online casinos haven&#8217;t been doing so already,  						Graydon expressed confidence that the BCLC has what it  						takes to remain competitive with the most successful and  						established online casinos in business.</p>
<p>If that competition rests outside of BC or could  						possibly include other operators within BC, remains to  						be seen. For that to happen, BC would need to do some  						serious legislating and de-monopolizing.</p>
